recollection of the discussion we had with Sasha Skrinsky (Budker Institute,BINP, Novosibirsk) on friday, in an Indian restaurant in New York. 1. The MICE point of view: there are a certain number of areas where MICE is looking for external competence and manpower -- putting together a 200 MHz power source from existing hardware (precise question of the possibility of having a Novosibirsk Engineer coming to CERN/Geneva or RAL) to establish a technical proposal -- building part of MICE at Novosibirsk or in Russian companies. Possibilities 200 MHz cavities or, more precisely, Beryllium windows or others. -- Is there equipment at Novosibirsk that could be lent to MICE for either the muon beam line (beam quads, or large circular coil) or the power sources, or other. -- and of course all scientific collaboration: simulation, contribution to detectors, triggers, data acqisition etc... 2. The Novosibirsk point of view: It should be clear that BINP is looking for scientific participation in the experiment and is eager to provide an important part of the hardware. Funding for the latter should come from the west (as a contractor as for anyone else within a US or UK contract) or through a programme like ISTC. It is not interested to limit participation to lend a good engineer or technician for specific tasks in CERN/UK/elsewhere. Knowledge is in particular in the area of 200 MHz cavities! Possibilities mentioned for intermediates were -- excellent collaboration record through CERN -- PSI for which BINP did a great deal for the SLS more natural would be to initiate collaboration with RAL, but the link does not yet exist and would have to be created from scratch. A possible connection would be Roger Cashmore who was very active in working out agreement with CERN both for the russian LHC contribution and more recently with the ISTC programme for the SPL! NB:In addition Roger Cashmore will be back in Oxford at the end of the year. It was emphasized that collaboration has to iterate. Action items: ============= 1. Sasha will make sure that his scientists examin the MICE proposal and identifiy their areas of interest. 2. More proactive investigations will be done in the EU part to set up collaboration channels (AB-> PSI, UK(Rob or Ken L/P) -> RAL, HH-> Roger Cashmore)
