      Given the result of the vote on the steering committee, and the
reaction of the spokesperson, we observe that there is a deadlock situation
and that the collaboration is divided. This situation     jeopardises the
immediate and long term future of HARP. It is important that the
collaboration will soon show reliable results of physics

        In order to re-establish a productive atmosphere we have to start
from scratch in a procedure where all assignments of management functions
within HARP are redefined by the collaboration board.

       The only way the constitution allows such a complete redefinition is
using the clause "The CB may decide at any time with 50% majority to
restart the nomination procedure of the Spokesperson and/or of the
Contactperson." It is understood that a newly installed Spokesperson
  would, following the constitution, propose new management mandates to be
confirmed by the CB.

       We therefore propose to restart as soon as possible the "nomination
procedure" of the Spokesperson.

       I formally ask the Collaboration Board to vote on the proposal to
restart the nomination procedure of the Spokesperson.

      All institute representative are kindly asked to send their vote to
the Chairs Ubaldo and Milla, by email, by Friday 9th May 24:00h."
