The draft agenda of the meeting was augmented on request by G. Catanesi by `presentations at conferences'. 2. The minutes of the previous meeting #11 held on 18.03.03 were approved. 3. A short final discussion on HARP data and publication policy was held. On proposal by R. Edgecock, `spokesperson' was replaced by `speaker's bureau' in the 2nd paragraph of the HARP publication policy. With this change, the rules on HARP data and publication policy were unanimously approved. The final text is appended below. 4. A. Blondel introduced a discussion on physics analysis by making reference to (good) ALEPH experience. There, a forum had been established which dealt first with data quality, and later with event reconstruction and physics analysis. Finally, it developed into the main discussion and acceptance forum for publications. The convenor of this forum had the role of physics coordinator. A. Blondel thought that the appointment in HARP of a physics coordinator who would work closely with a software expert for event reconstruction, would be a good move. There was essentially unanimous support for a move in that direction. G. Giannini felt that the appointment was urgent, and frequent analysis meetings (not less than every two weeks) should be held by the physics coordinator. The meetings should be widely accessible by video and/or phone conferencing. Several other board members expressed similar views. V. Palladino suggested two candidates for physics coordinator, G. Catanesi and M. Bonesini. U. Dore felt that a somewhat different road should be considered: rather than following the road: data quality -> event reconstruction -> physics analysis, HARP should in a pragmatic way first define the goals of its first physics publication, and appoint a person responsible for this publication. This person would then make sure that all elements needed for the publication would become available. In view of the commonly felt sense of urgency, J. Panman accepted the task of solliciting suggestions of candidates for one or perhaps several coordinators, and suggesting `as soon as possible' a mandate for their work, after due consultation with the people directly concerned. 5. Following a comment by G. Catanesi on the importance of representation at conferences, it was reminded that HARP has a `speakers bureau', consisting at present of R. Edgecock, G. Gregoire, and E. Radicioni. (Minutes written by F. Dydak) Appendix: Rules on HARP data and HARP publication policy ======================================================== Rules on HARP data ================== 1. HARP data are common property of the HARP Collaboration. 2. The scientific integrity of the results to be made public is the responsibility of the whole collaboration. Therefore, results must be approved at a collaboration meeting (or equivalently representative meeting). Preprints and articles in refereed journals require prior agreement by the Collaboration Board (represented, in urgent cases only, by the spokesperson). 3. The HARP Collaboration has four `associate members'. These are the BARTOL group, and groups of a small number of individuals from the GEANT4, K2K and MiniBooNE collaborations. Associate members have unrestricted access to HARP data under rules 1 and 2 above. HARP publication policy ======================= 1. Reports and/or publications of subsystem design and/or performance can be made with a restricted number of authors but need prior agreement by the Collaboration Board (represented, in urgent cases only, by the spokesperson). 2. Reports at conferences can be made by a single author, with the annex `representing the HARP Collaboration'. The presentation should be authorized by the `speakers bureau'. 3. All other reports and/or publications will be signed by all HARP collaboration members who took a fair number of shifts during data taking. After completion of data taking, authorship can also be justified by a major contribution to data analysis. ---
